Dom is primarily aimed at high level facs, that's kinda the point. Unknown Ore ensures everyone has something to do there, but the territory battles and swarms are really both aimed at the top 5.
Remember that >200k FP facs are banned from Hellion, Zed works for pretty much everyone, and Had is always an option. We have plenty of places to rack FP up.
